Two different problems
The loop above is not the shortest route through the building on any single trip. It is the shortest route across a whole shift, and those are not the same optimisation.

Every individual leg is optimal, and the shift still collapses, because each decision is made without knowing what arrives next. You end up crossing the same corridor three times and arriving at Room 8 only when the shift is nearly over.
The one-way loop trades a slightly longer single leg for two things at once: you never recross the map for one task, and โ more importantly โ you always know where you are going next. That second benefit is the one that pays. A route you can run without thinking frees your attention for the part that actually needs it, which is deciding whether the patient at the window is real.
The order of the final two stops is deliberate rather than arbitrary.
